After the creation of the Ministry of Environment in 2003, there was a need to prepare plans and programs to address the deteriorating environmental situation in Iraq. However, in order to pursue the precise technical approach, the feeling among decision-makers has started regarding the need to develop an integrated national strategy for Iraq environment, taking into consideration the current situation and future prospects. For many reasons the National Environmental Strategy and Action Plan (2013-2017) has been developed.
The preparation process included two stages, the first stage was an analytical study of the environment in Iraq, which resulted the "study of environmental strategic analysis in Iraq" and the second stage was for the preparation and drafting the strategy. Then, the Strategy has been approved and adopted on 2013 by the Ministers' Council as a national strategy.
